ATLANTA — First-term Republican Sen. Saxby Chambliss was re-elected by Georgia voters Tuesday, ending Democratic hopes for a 60-vote majority in the Senate that would make it difficult for Republicans to filibuster the Obama administration’s legislative agenda.
