Legal opinion: Hardin bonus ‘public’ money

CONWAY — Extra revenue from bookstore and food-service sales is public money, and the University of Central Arkansas cannot legally use it to pay its president more than state law allows, the attorney general’s office said in an opinion released Tuesday.
