As Hurricane Gustav swept southwest of New Orleans on Monday, its storm surge at the Industrial Canal between the Mississippi River and Lake Pontchartrain sent water flowing over the western levee.

PAUL, Minn. — First lady Laura Bush and her would-be successor, Cindy McCain, asked delegates to the Republican National Convention on Monday to open their hearts and wallets to the victims of Hurricane Gustav, gently beginning a four-day gathering that has been unmoored by the storm’s landfall.
